Voters will decide on bonds today

ANGLETON — Of the 7,152 voters who cast ballots early for today’s elections, 67 percent voted in Brazosport and Alvin ISDs, where school bond elections are being held.

There are 11 amendments to the Texas Constitution on the ballot, but they are not likely what is drawing the interest, Brazoria County Elections Director Janice Evans said.

Brazosport ISD officials are seeking $166 million for districtwide improvements and Alvin ISD is looking for $70 million. At the Brazosport College polling place in Lake Jackson, 1,549 people voted, and 360 votes were cast at the Freeport Library for 1,909 early votes in Brazosport ISD, Brazoria County Lead Elections Clerk Susan Cloudt said.

Although voters can cast ballots at any of 10 county locations for any measure, they usually vote close to home, Cloudt said.

In Alvin ISD, 2,439 people voted on the strength of 1,282 ballots cast at 22 “mobile voting” stations set up for brief times at sites like football games and other school functions. At the Alvin Library, 1,157 people voted. Manvel is in Alvin ISD, and 457 votes were cast there for a total of 2,896 votes in that district.

If approved by voters, Alvin ISD bonds would pay to build two elementary schools and a middle school and purchase land and design work for the district’s third high school. The rest of the money will come from previously approved bonds.

Brazosport ISD bonds would pay for new school buildings for A.P. Beutel, Jane Long and T.W. Ogg elementary schools. The bond proposal also includes new gymnasiums for five elementaries and Lanier Middle School, campuses which currently are without gyms. A districtwide natatorium and fine arts wings for Freeport Intermediate and Brazoswood High School also are included, along with renovations, maintenance and technology.

Manvel city officials hope for $2.5 million for a new building to house a library and city offices, and Evans said that likely drove voting there.

Danbury ISD is seeking $8.9 million in bonds to complete a second floor of the middle school, a classroom and cafeteria wing addition to the elementary school and a multi-use athletic facility. The early voting location nearest Danbury is in Angleton, where 601 ballots were cast. Danbury voters historically wait until election day to cast ballots though, Evans said.

Also on today’s ballot are 11 amendments to the state constitution, including measures to restrict use of eminent domain for economic development; to protect access to public beaches; to tax property based only on value as a home and not at a commercial-use value; to set uniform standards for property appraisals; to allow consolidation of property appraisal boards; and to allow members of the Texas State Guard or other state military force to hold civil offices.

Evans hopes to see an overall 10 percent vote countywide but isn’t optimistic. Brazoria County saw 4.3 percent of 166,484 registered voters active in early voting compared to the Secretary of State’s Texaswide prediction of 3 percent, Elections Clerk Tricia DeVille said.

“We’ve told all the election clerks and judges to bring a book to help them pass the time,” Evans said of election day workers.

Polls are open from 7 a.m. to 7 p.m. today in 33 locations, with many precincts combined into the same location. There are 71 voting precincts and those are numbered to 77. Over time, some precincts have been eliminated or changed and numbers have been left as they were, Evans said. Precinct numbers could change in 2011, when the state undergoes redistricting, she said.
